Yes. Widgets are theme app blocks you place in the theme editor, and cart drawer/page upsells can be injected with a container class/ID or a CSS selector — so they work even on custom themes. No theme code required.
Make sure the Cart Upsell app embed is enabled in Customize → App embeds, the placement is set to Cart Drawer or Cart Page in the app, and your target selector matches an element that exists in the drawer. See the cart-drawer guide.
